to being secretary of defense. they are very close and i don't know that obama had a deep relationship with him, but there other ways in which his fingerprints are on the president's policies and afghanistan won the argument. two things here i would add on guns specifically. biden in a way is -- a messenger for obama and sectors that may not trust him. he's got working class roots from industrial pennsylvania. he's catholic. i guess that the white house sees him as a messenger to people who might be skeptical and have ideas of what obama's agenda is and that biden could be a better messenger on this. i hate to bring up the 2016 number, but i think you may see more opportunities for biden to step out and prove himself in his own standing if he wants to run for president. >> the one thing i would add is nobody understands personal tragedy and is able to speak to that in an emotional compelling way as joe biden. going back to what you were saying about very little hope of this package or really much of anything, passing it is republican house. what do you think the white house strategy is

the defense industry, which is not to say that there aren't plenty of democrats whose bread is not being buttered by defense contractors, but if you look down at the breakdown of sequester cuts, defense gets hit with $55 billion in cuts, but they are much more severe, and as dave wood from the huffington post has said, it's like taking a meat clever to the defense industry. the nondefense cuts, 55 billion, same amount, but social security, retirement, veterans medicaid, snap, food stamps and jobless benefits are all exempt, steve. >> i think there's a sort of story here now that's been two years in the making where at some point this is going to have to come to a head. at some point president obama is going to have to call the bluff of the republicans. there were battles over continuing resolutions to fund the government in 2011. there was a summer of 2011 with the debt ceiling. there was the super committee. they were setting up the fiscal cliff. now we've got continuing resolution in march. now we've got the sequester, march 1st. now we've got debt ceiling all over again. one of these

on the waterfront and next to the sugar factory. crews caught this fire defensively from the shoreline spraying water on it from the shore and eventually got the boat in there to find out. a battalion chief i talked to said the fire appears suspicious for a number of reasons. >> there's nobody living on the pier. there are no sources of electricity or other obvious sources of ignition. >> reporter: on top of that, there was also another fire at this same pier two years ago, according to firefighters. i asked the battalion chief this morning if transients may have been camping out inside this structure on the pier this morning. he said that's certainly a possibility that will be looked into it as arson investigators move in and try to figure out exactly what sparked this fire this morning. we bring you out here live. fire are yous -- crews are still putting water on some of the hot spots on the pier that caught fire. i also want to mention this did have an impact on the amtrak and southern train line. trains were stopped but they are now moving again. alex savidge, ktvu channel 2 news. >>> 7:03.

developments in the hostage crisis in algeria. the hostage crisis is ongoing and defense secretary leon panetta says the u.s. is working to assess what is happening. algerian helicopters stormed a natural gas plant yesterday in an attempt to free dozens of hostages. the hostages include americans and people from at least eight other countries. their fates remain uncertain at this point. there are some reports that hostages escaped but were killed or are then still being held. we're still trying to find out more information. algeria state news reports that 18 militants have been killed. >>> 4:31 is the time right now. oakland mayor jean quan is asking for federal help to combat crime in oakland while in washington, d.c.. she says she is meeting with department of justice to try to bring more enforcement law enforcement resources to oakland. >>> we're also learning the reasons behind san jose police chief chris moore decision to leave the department. the 51-year-old chief last day on the job is tomorrow. moore says the last straw was when the city council vetted against putting a tax on last nove
